"We invite the Mayors of all European cities and towns to endorse the Basque Declaration as a framework of principles for the transformation of societies by approving it in their municipal plenaries or their relevant meetings. Endorsing the Basque Declaration means actively supporting a transformation towards productive, sustainable and resilient cities and towns.
The Basque Declaration outlines new pathways for European Cities and Towns to create productive, sustainable and resilient cities for a liveable and inclusive Europe. The document aims to support and accelerate socio-cultural, socio-economic and technological transformation. The Basque Declaration was acclaimed by the participants of the 8th European Conference on Sustainable Cities & Towns held in the Basque Country from 27-29 April 2016."

Ten points are listed that need to be addressed, with number 9 pointing out the importance to "guarantee the social inclusion and integration of all parts of the society."
